I think you could try to start it manually.(cssd start). If you fail, try ocrcheck. If you get negetive result, you may want to use ocrconfig  with restore option to restore the OCR.

Sanjay, I already mentioned - that' becuase your inittab or init
sequence is screwed somewhere. If it's configured properly than there
must by at least one process running all the time - regardles if cssd
daemon comes up or not.

Try manually /etc/init.d/init.cssd start
